Skype automatically starting up on Microsoft Windows 10. Start up your system and here’s what’ll be staring at you: Logically, it seems like one of the menus should offer up a “don’t launch on next restart” or similar, but there’s nothing like that. Remove Skype App from the list of startup programs Find Skype on the menu and open it. Click Tools and then Options. Remove a check mark from Start Skype when I start Windows and click Save. Any one program likely doesn’t have that much impact on your performance, but when you get 4, 5 or more starting up automatically, that’s going to have an impact on how your computer works. Let’s just focus on your specific complaint, however. Skype automatically starting up on Microsoft Windows 10.
Click on the 3 dots ('..') button and select Settings -> General. Uncheck the option 'Automatically start Skype'.

This is because you are on Skype for Windows 10 App (Application version 14.38.138.0)and not on Skype for Desktop application (Skype version 8.38.0.138).
In Skype for Windows 10 click on the 3 dots ('..') button and select Sign out. Close the Sign in window. Right click on the white Skype icon shown in the system tray and select Quit.

Is there a faster/more permanent method of shutting Skype down so it doesn't reopen on startup?

In the desktop version, the controls exist in the application. In the UWP version (Application version 14.x), the controls already exist outside the App. Background apps in Privacy settings - This will stop the Skype UWP App and its components from launching at startup. If you need it to start with Windows 10, you would re-enable it.

Agree 100% It is total Malware and should not require me to Google 3 different sites to figure out how to shut this down.

Just remove the Skype for Windows app, quickly and easily, using Windows PowerShell:
Press Windows Key+X > Click Windows Powershell (Admin) > Copy the below and paste into Powershell and Enter:
Get-AppxPackage Microsoft.SkypeApp Remove-AppxPackage
(and you still have the option to run/use Skype for Desktop if you like.)
Done.
